David P. Foos
Attorney David Foos is a former California Superior Court Commissioner, Sacramento traffic court judge, public defender, and Legal Aid lawyer who has returned to the practice of law after nearly two decades on the bench.
After receiving his masters at UC Berkeley, David Foos attended the UC Hastings College of Law. Hastings is California’s first public law school having been established in 1878 by California’s first Chief Justice. It was not Hastings history that attracted Foos; it was the Over Sixty-Five Club.
Erika M. Gaspar
Erika Gaspar is an Attorney for the Law Office of Bowman & Associates, APC. Her practice emphasizes employment discrimination, wrongful termination, contract disputes, landlord tenant issues, real estate litigation, general civil litigation and criminal law matters.
Prior to coming to Bowman & Associates, Ms. Gaspar had a civil law practice at Beyer, Pongratz & Rosen, and defended clients against criminal charges as a public defender for Sacramento County. Ms. Gaspar has represented her clients before juries, at mediation, and negotiated settlement agreements advantageous to her client. She has filed motions and pleadings in over five counties and in federal court.
Kara Keister
Since joining the Law Office of Bowman & Associates, APC, Kara Keister devotes her primary areas of practice to representing individuals in cases involving wrongful termination, discrimination, sexual harassment, and hostile work environments. Ms. Keister has experience in employment and civil litigation in state and federal court.
Ms. Keister also focuses on estate planning including drafting of wills and trusts and other important documents, and advising individuals and families. She also assists individuals with probate and trust administration.
Sean Gavin
Mr. Gavin is an attorney with the Law Office of Bowman & Associates, APC. He concentrates his practice in employment law, focusing on employment discrimination, harassment and retaliation. Prior to joining Bowman & Associates, Mr. Gavin worked for the City of Boston’s Living Wage Division, where he was responsible for redrafting the City’s Living Wage Regulations.
In addition to handling employment law, Mr. Gavin is a civil litigator with a portfolio of cases that includes matters of construction law, landlord/tenant law, real estate law, and contract law. He received his B.A. in English and Political Science from the University of Southern California and earned his Juris Doctorate from Boston University School of Law.
Jesse Atwal
Attorney Jesse Atwal practice includes complex civil litigation, real estate law, business litigation and immigration and nationality law. Mr. Atwal also has the privilege of representing seriously injured clients throughout the entire spectrum of personal injury litigation. Since joining Bowman & Associates he has obtained several large settlements on behalf of injured clients.
Mr. Atwal has extensive experience in preparing, filing and tracking non-immigrant visa petitions (including B-1 visas, E-1, F-1, H-1B, J-1, and L-1 visas), PERM Labor Certification, administrative appeals in visa cases; writs of mandamus in Federal Court for long-delayed cases pending before the USCIS.
Chris Phillips
After graduating from University of Pacific, McGeorge School of Law in 2007, Mr. Phillips joined Bowman & Associates as a Law Clerk for Robert C. Bowman Jr. Mr. Phillips became an attorney in 2008 and now dedicates the majority of his practice to the areas of Employment Law, Bankruptcy and Landlord Tenant disputes.
Mr. Phillips oversees a wide variety of cases that include representing plaintiffs for wrongful termination, discrimination, harassment, and retaliation, representing petitioners and creditors for Chapter 7 and Chapter 13 bankruptcies, and both landlords and tenants.
Tobin Dietrich
Tobin Dietrich is an attorney with the Law Office of Bowman & Associates, APC. His practice is focused on trust and probate litigation, serving as counsel to trustees and beneficiaries as well as will disputes. Mr. Dietrich also handles a variety of civil litigation claims and represents injured workers before the workers’ compensation appeals board. Prior to joining Bowman & Associates, Mr. Dietrich worked for the U.S. House of Representatives as a legislative assistant for Representative Jerry McNerney.

Kevin Morrison
Kevin Morrison is an Attorney with the Sacramento Law Office of Bowman and Associates. Since joining Bowman and Associates, Mr. Morrison has spent most of his time as a member of the firm’s family law department. As such, Mr. Morrison has devoted a majority of his time assisting clients with various family law matters, including: dissolutions, child custody and visitation petitions, Child Support modifications, property division matters, and Temporary Restraining Orders, to name a few.
Prior to joining the Law Office of Bowman and Associates, Mr. Morrison received his B.A. in Political Science and Communications from the University of California at Davis. Mr. Morrison then earned his Juris Doctorate from the University of the Pacific, McGeorge School of Law.
Tonya Hernandez
Tonya Hernandez is an attorney with the Sacramento Law Office of Bowman and Associates. Mrs. Hernandez’s practice is primarily focused upon consumer protection, bankruptcy and general civil litigation. Ms. Hernandez is dedicated to helping people find solutions to their unmanageable debt.
Tonya Hernandez received her undergraduate degree in Philosophy from the State University of New York at Oswego. Mrs. Hernandez received the degree of Juris Doctor With Distinction from the University of the Pacific, McGeorge School of Law. Alice Strömbom
Alice Strömbom is an attorney with the Sacramento Law Office of Bowman and Associates. Her practice is exclusively Workers’ Compensation, an area of law in which she has actively participated in different capacities for over ten years.

After becoming an attorney I started my legal career on the defense side representing insurance carriers and now work as an applicant’s attorney representing injured workers – something I’ve taken great joy in and something I feel is, truly, my calling. Dale Frankis
I was born in Alabama during WW II and my father, an Air Force Officer, soon relocated the family to Southern California. My fondest memories of childhood are of riding my bike to the beach and staying all day. My first job was as a grocery bagger during high school. I attended the California State University at Long Beach and earned a BA with major in psychology. Before seeking a full time carreer after college I served for two years in Brazil as a volunteer minister. I still speak a little Portuguese. Upon returning I worked various jobs and then for the State of California for fifteen years as a Disability claims adjuster and raised a family of three children.
